OFFICIAL UNION RESOLUTION ON:
INDOOR AIR AND THE HEALTH AND SAFETY OF AMERICAN
CITIZENS
INCLUDING FEDERAL WORKERS
WHEREAS:
Americans spend 90% of their time breathing indoor air, and
There are no national safety standards for indoor air in homes and offices, and
EPA spends only one-half of one percent of its budget on all indoor air programs even though it
stated [1] in 1998 that indoor air pollution poses high risks to human health, especially among
sensitive populations, and has ranked among the top five environmental risks, and
EPA has cut its research budget on indoor air by over 75% to a mere $2 million/year since
1994, and the Agency's total budget is $7 billion, and
EPA's utter neglect of indoor air safety has been condemned not once but three times by the
United States Senate [2], and
Members of our union have been injured by the indoor air in their workplace, and have not
recovered,
THEREFORE BE IT RESOLVED:
That EPA should back up its rhetoric about indoor air safety with funds in its budget for FY 2000
and future years, and
That EPA specifically make a major increase in its funding of indoor air related health and safety
programs, particularly in research on the effects of chemicals on humans in indoor environments.
