Hon. Christine T. Whitman, Administrator
U.S. Environmental Protection Agency
1300 Pennsylvania Avenue, N.W.
Washington, D.C. 20460

Dear Administrator Whitman:

I am writing to appeal the Agency's decision to terminate the employment of Dr. David Lewis as of May 28, 2003.

While Dr. Lewis may, through his conscientious pursuit of scientific knowledge, have caused embarrassment to some officials responsible for the Agency's policy on land disposal of sewage sludge, our Principles of Scientific Integrity admonish us to welcome divergent views.

Since, in the end, Dr. Lewis' opinions about the validity of the science used to justify the land disposal rules were sustained by peer review of the National Research Council, there is all the more reason for keeping him on the EPA team instead of throwing him overboard.

It would be a significant parting gesture on your part to see that this respected scientist is retained as an EPA employee, with ample justification provided by our Principles of Scientific Integrity and the opinion of a prestigious external peer review body.

Sincerely,

James J. Murphy, PhD, DABT

President
